Christian Williams, 15, died last week at a residential foster care program in Mesa, Arizona, after complications from his Typeโ€ฏ1 diabetes. A 911 call from a staff member claimed the boy was โ€œpretending to be deadโ€ to get attention, so police and paramedics were delayed. When they finally entered the ranchโ€‘style house, Williams was unresponsive, his lips blue and his heart stopped. CPR was started, but the boy could not be revived.

NPRโ€™s investigation found that children with disabilities are the largest group in foster care and experience the worst outcomes. Federal data show that more than 80โ€ฏ% of foster children enter with significant mentalโ€‘health needs, and those with complex medical or behavioral conditions often stay in the system longer than peers without disabilities. The complexity of coordinating medical care, Medicaid, specialโ€‘education services, and childโ€‘welfare oversight can overwhelm families and agencies, leading to gaps in care.

The facility that housed Williams served seven young men and was meant to provide specialized mentalโ€‘health treatment. Staff at the home admitted they had no experience managing a diabetic patient. โ€œIโ€™ve never even dealt with a diabetic. I donโ€™t know anything about that,โ€ the staffer told an officer, a line recorded on the officerโ€™s body camera. Bobbi Andrewโ€‘Green, an Alaska foster parent who cares for children with complex medical needs, said the system is โ€œbeyond complex to the point where some days, Iโ€™m dizzy,โ€ highlighting the strain on caregivers who juggle multiple support networks.

The tragedy underscores the urgent need for better training and oversight in fosterโ€‘care facilities, especially for those caring for medically vulnerable youth. Advocates call for streamlined protocols, mandatory medical training for staff, and stronger federal oversight to prevent future deaths. If reforms are not implemented swiftly, more children with disabilities could remain trapped in a system that fails to meet their basic health and safety needs.
